मुख्यमंत्री पुष्कर सिंह धामी ने आज भारतीय मानक ब्यूरो (BIS) के 79वें स्थापना दिवस के अवसर पर कैंप कार्यालय स्थित मुख्य सेवक सदन में आयोजित कार्यक्रम में प्रतिभाग किया।
मुख्यमंत्री पुष्कर सिंह धामी ने आज भारतीय मानक ब्यूरो (BIS) के 79वें स्थापना दिवस के अवसर पर कैंप कार्यालय स्थित मुख्य सेवक सदन में आयोजित कार्यक्रम में प्रतिभाग किया। इस अवसर पर उन्होंने कहा कि BIS ने बीते आठ दशकों में गुणवत्ता, विश्वसनीयता और उपभोक्ता संरक्षण की दिशा में उल्लेखनीय कार्य कर गुणवत्ता ही पहचान के मंत्र को साकार किया है।
मुख्यमंत्री ने कहा कि वर्ष 1947 में भारतीय मानक संस्था के रूप में शुरू हुई यह यात्रा आज देश की औद्योगिक, वैज्ञानिक और आर्थिक प्रगति की मजबूत आधारशिला के रूप में स्थापित हो चुकी है। उन्होंने कहा कि BIS द्वारा मानकीकरण, प्रमाणीकरण और गुणवत्ता परीक्षण के माध्यम से न केवल उद्योगों को वैश्विक प्रतिस्पर्धा के योग्य बनाया गया है, बल्कि उपभोक्ताओं के जीवन में भरोसे और सुरक्षा की भावना को भी सुदृढ़ किया गया है।
उन्होंने कहा कि आज मानकीकरण का क्षेत्र केवल उद्योग जगत तक सीमित नहीं रह गया है, बल्कि कृषि, स्वास्थ्य, सड़क सुरक्षा, ऊर्जा, जल संरक्षण, आपदा प्रबंधन एवं डिजिटल सेवाओं तक विस्तृत हो चुका है। BIS द्वारा डिजिटल सुरक्षा, मेडिकल डिवाइस, ड्रोन, इलेक्ट्रिक वाहन, रिसाइकिल सामग्री एवं हरित ऊर्जा जैसे क्षेत्रों में समयानुकूल मानक तय कर भविष्य की दिशा में महत्वपूर्ण भूमिका निभाई जा रही है।
मुख्यमंत्री ने कहा कि BIS सतत विकास के लक्ष्य के अनुरूप Ecology और Economy के बीच संतुलन स्थापित करने की दिशा में सराहनीय योगदान दे रहा है। राज्य में BIS द्वारा लोक निर्माण विभाग, आपदा प्रबंधन, MDDA, UPCL सहित विभिन्न विभागों के साथ समन्वय करते हुए मानकीकरण संबंधी जागरूकता और सहयोगात्मक कार्य किए जा रहे हैं।
उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में आत्मनिर्भर भारत और Make In India जैसे अभियान देश की आर्थिक और तकनीकी प्रगति के आधार स्तंभ बन चुके हैं। उन्होंने कहा कि भारतीय उत्पाद विश्व में गुणवत्ता का मानदंड बनें यह प्रधानमंत्री का स्पष्ट दृष्टिकोण है और इस लक्ष्य की प्राप्ति में BIS की भूमिका अत्यंत महत्वपूर्ण है।
मुख्यमंत्री ने कहा कि राज्य सरकार भी अपने स्थानीय उत्पादों हस्तशिल्प, जैविक कृषि उत्पाद, औषधीय जड़ी-बूटियाँ एवं स्थानीय खाद्य उत्पाद के लिए उच्च गुणवत्ता मानक स्थापित करने की दिशा में कार्य कर रही है। उन्होंने कहा कि ‘‘हाउस ऑफ हिमालयाज’’ ब्रांड राज्य के पारंपरिक उत्पादों को वैश्विक पहचान दिलाने के उद्देश्य से स्थापित किया गया है।
उन्होंने कहा कि गुणवत्ता को केवल मानक नहीं बल्कि आदत बनाना आवश्यक है, ताकि गुणवत्ता आधारित संस्कृति एक जन आंदोलन के रूप में विकसित हो सके। उन्होंने विश्वास व्यक्त किया कि BIS One Nation-One Standard की नीति के तहत देश को वैश्विक मानकों की प्रतिस्पर्धा में अग्रणी बनाएगा और वर्ष 2047 तक भारत को विकसित राष्ट्र बनाने के प्रधानमंत्री श्री नरेंद्र मोदी जी के संकल्प में अपनी अहम भूमिका निभाता रहेगा।
मुख्यमंत्री ने कहा कि राज्य में वैज्ञानिक सोच और तकनीकी नवाचार को सुदृढ़ करने के लिए सरकार ने कई ऐतिहासिक कदम उठाए हैं। राज्य में पहली बार विज्ञान, प्रौद्योगिकी एवं नवाचार नीति 2025 लागू की गई है। राज्य के सभी 13 जनपदों के 95 ब्लॉकों में लगभग 180 विज्ञान, तकनीकी, इंजीनियरिंग एवं गणित आधारित प्रयोगशालाएँ स्थापित की गई हैं। सभी जिलों में Science and Technology Premiere league प्रारंभ की गई है, जिससे सैकड़ों छात्र लाभान्वित हो रहे हैं। प्रत्येक जनपद में एक-एक ‘Lab on Wheels’ संचालित की जा रही है। विभिन्न विश्वविद्यालयों व केन्द्रों में 60 पेटेंट सूचना केंद्र स्थापित किए गए हैं।
उन्होंने कहा कि सीमांत क्षेत्रों में विज्ञान आधारित विकास के लिए ‘सीमांत क्षेत्र विकास परिषद’ का गठन किया गया है। विज्ञान महोत्सवों का आयोजन अब पर्वतीय जनपदों तक विस्तारित किया गया है, इस वर्ष यह महोत्सव रुद्रप्रयाग में हुआ। वैज्ञानिक नवाचार को बढ़ावा देने के लिए प्रत्येक जनपद में विज्ञान, प्रौद्योगिकी एवं नवाचार केन्द्रों की स्थापना हेतु बजट आवंटित किया गया है। राज्य में शीघ्र विज्ञान व नवाचार आधारित प्रसारण प्रारंभ किए जाएंगे।
मुख्यमंत्री ने कहा कि देहरादून में बनने वाली देश की पाँचवीं साइंस सिटी के निर्माण कार्य को उल्लेखनीय गति मिली है। भारत सरकार और राज्य सरकार के संयुक्त सहयोग से ₹175 करोड़ की लागत से यह परियोजना आकार ले रही है। महिला प्रौद्योगिकी केन्द्रों की स्थापना भी प्रारंभ की जा चुकी है। राज्य में केन्द्रीय संस्थानों से विज्ञान व नवाचार संवाद को नई गति दी गई है। सिलक्यारा के अभियान में अपनाए गए विज्ञान-प्रौद्योगिकी आधारित रेस्क्यू मॉडल को अंतरराष्ट्रीय मान्यता मिली है और इसी पर आधारित विश्व आपदा प्रबंधन सम्मेलन आयोजित किया जा रहा है। आज राज्य के हर कोने को विज्ञान और प्रौद्योगिकी से जोड़ा गया है।
इस अवसर पर विधायक खजान दास, उमेश शर्मा काऊ, सविता कपूर, निदेशक BIS सौरभ तिवारी, महानिदेशक UCOST प्रो. दुर्गेश पंत, ब्रिगेडियर के.जी बहल (सेनि) और उद्योग एवं व्यापार संघ के प्रतिनिधि उपस्थित थे।
